About this deal

The code already explained that people cycling, riding a horse and driving a horse-drawn vehicle may stay in the left-hand lane of a roundabout when they intend to continue across or around the roundabout. The code has been updated to clarify that when turning into or out of a side road, people cycling should give way to people walking who are crossing or waiting to cross. In October 2020 we shared our proposals with 37 stakeholder organisations in a pre-consultation exercise. We then held a public consultation in March 2021, when more than 3,200 people and organisations responded on the draft guidance, with their comments directly leading to it being amended and improved. Although failure to comply with the other rules of the Code will not, in itself, cause a person to be prosecuted, The Highway Code may be used in evidence in any court proceedings under the Traffic Acts (see Annex 4) to establish liability. This includes rules which use advisory wording such as ‘should/should not’ or ‘do/do not’.

The aim of The Highway Code is to promote safety on the road, whilst also supporting a healthy, sustainable and efficient transport system. The draft rules were laid in parliament in June 2021 and came into effect on 14 September 2021, six months ahead of the original commitment of March 2022. They should proceed with caution as people driving may not be able to see them. This is particularly important: keeping at least 0.5 metres (just over 1.5 feet) away from the kerb edge (and further where it is safer) when riding on busy roads with vehicles moving faster than them If there is no pavement, keep to the right-hand side of the road so that you can see oncoming traffic. You should take extra care and These updates to The Highway Code will do just that by bringing the rules into the 21st century, encouraging people to respect and consider the needs of those around them, and ensuring all road-users know the rules of the road.
